Team captain question

Ehm, what is this team captain stuff about?? I see a few, like Bega, Majestics and White Tigers but how did they get there?? How do you get there?? *is mildly interested in being Allstarz team captian as she hadn't yet seen one* so yeah....answer be much appreciated ^_^
